Implementation of PP 25/2018: North Sulawesi Province, Makassar City, and Bekasi City are ready to bid for PSEL tenders

In monitoring the progress of the Waste Processing into Electrical Energy (PSEL) project carried out by the Deputy for Maritime Sovereignty and Energy Coordination, it was reported that the regional governments of North Sulawesi Province, Makassar City and Bekasi City were ready to bid for PSEL tenders. This is in line with efforts to accelerate the implementation of PSEL as stated in the Presidential Regulation number 35 of 2018.

“I want to confirm when the tender will be held. Therefore, in September, according to the KLHK regulations, we must apply for BLPS (Waste Processing Service Fees) assistance,” stated by the Deputy for Maritime Sovereignty and Energy Coordination Basilio Dias Araujo.

If the BLPS is submitted on time, Deputy Basilio projects it can be completed in 2023. If it is late, the BLPS will be late and will be completed in 2024. Therefore, Deputy Basiolio expects all PSEL project auctions to be completed this year.

Regarding the development of PSEL in North Sulawesi, it was reported by Praseno Hadi, as the Assistant for Economic Affairs of North Sulawesi Province, that currently an MoU has been signed with 5 regencies/cities for the development of PSEL in North Sulawesi. “Currently the team is preparing the procedure for the auction, in parallel with the finalization of the FS (feasibility study),” he said. The province of North Sulawesi plans to conduct a tender in September and targets the signing of the contract to be completed in October.

Meanwhile, the Mayor of Makassar, Danny Pomanto, said that the Makassar government is ready to conduct an auction at the end of November to December with the latest FS conditions already being compiled and studies being carried out in all TPAs (Final Disposal Sites). “Regarding the waste to energy policy, it is targeted that by the end of 2023 it is expected to function and start operating, and by 2024 it will be fully operational,” said Mayor Danny.

Sudarsono, Assistant 2 of Bekasi City also reported on the readiness of the Bekasi City Government which has prepared the FS and has been reviewed by the BPPT team, taking into account that the BLPS is entirely borne by the Bekasi City Government. The results of this meeting will then be reported to the Mayor to immediately process the PSEL in Bekasi City.
